Approval Process
All schools and academies must obtain Board of Education and Trustees approval for any works carried out that have a minimum net value of £2,000, regardless of how the works are to be funded. Trustee approval is not required for IT Works. However, if you are in any doubt, please contact the School Buildings Officer.
To submit a project for authorisation by the Diocese, please click the link HERE to access our new online project approval form. If you have any issues completing the form please contact us at buildings.ed@leeds.anglican.org. Approval is usually obtained within 7-10 working days.
Capital Funding - Devolved Formula Capital (DFC)
DFC is capital funding which is devolved to schools from the Education Skills and Funding Agency, an agency of the Department for Education. The DFC grant is available to all schools and allocations are based upon the number of pupils within a school. It is grant aided at 90%.
DFC 3-Year Rule
Any unspent DFC can be rolled forward but it must be spent within 3 years from when it was allocated. Any DFC which remains unspent after 3 years will be lost.
DFC Updates
The Education Team will update VA schools twice a year, in May and November.
The May Update advises;
- What funding has been allocated to the school for the forthcoming financial year
- How much the school has spent between the prior November-April period
- What (if any) monies are at risk of being lost under the DFC 3-Year Rule
- How much money is available for the school to spend in total
The November Update advises;
- How much the school has spent between the prior May-October period
- What (if any) monies are at risk of being lost under the DFC 3-Year Rule
- How much money is available for the school to spend in total
Capital Funding - School Condition Allocation (SCA)
SCA funding is a capital-funded programme for VA schools which is managed and administered by the diocese. VA schools are invited to bid for funding each year. Bids are prioritised according to school condition and suitability. Bids must be submitted through a preferred consultant to be considered. VAT
VA Schools should be aware that for projects which are funded through DFC and SCA, VAT cannot be reclaimed. For further information, please contact the School Buildings Officer.
